International Conference "AI and Global Power: Regulation or Reliance?" July 8, Palace of the Grand Dukes of Lithuania, Vilnius

Artificial Intelligence (AI) is no longer just a commercial tool – it has become a part of foreign policy. In the coming years, the predicted emergence of Artificial General Intelligence and its integration into the economy through AI agents has the potential to radically transform the job market and the balance of power between states.

The competition between the United States and China is shaping a new world order in which AI is becoming a strategic asset, used not only in business, but also in cyberattacks, warfare, and policymaking. Both countries are forging economic and political alliances for technology governance. As each seeks dominance, the world is likely to face an increasingly fragmented digital environment, with competing standards, regulations, infrastructures and governance models.

In this era of technological upheaval, regulators are desperately trying to manage AI-related risks and steer its benefits in the right direction. However, global regulatory initiatives have so far been fruitless, while EU-level regulation is being criticized for stifling the competitiveness of European businesses.

In this complex landscape, Lithuania must find its place and identify ways to support innovation-friendly but value- and human rights-based AI regulation – something authoritarian regimes resist. Responding to the geopolitical context, Lithuania is preparing digital diplomacy guidelines that will define our priorities in this rapidly evolving field.
