Scientific Research Vessels of Foreign States

Foreign state vessels may conduct scientific research in the marine area of the Republic of Lithuania only after obtaining a permit issued by the Environmental Protection Agency, using the form prescribed in the annex to the procedure description, except in cases where the research is related to the Baltic Sea monitoring programme carried out by the Helsinki Commission in the exclusive economic zone.

An application for a permit must be submitted to the Ministry of Foreign Affairs of the Republic of Lithuania together with a completed “Notification of Proposed Research Cruise” the form approved by the Helsinki Commission — which must include the information specified in Article 248 of the United Nations Convention on the Law of the Sea. The application must be submitted no later than six months before the planned start date of the research. When assessing fish stocks, the species and quantities of fish planned to be caught must be indicated.

State status vessels

State-status vessels may enter a port only after obtaining an authorization to enter the port issued by the Ministry of Foreign Affairs of the Republic of Lithuania. The authorization is granted taking into account the conclusions of the Ministry of National Defence of the Republic of Lithuania, the Ministry of Transport and Communications of the Republic of Lithuania, the Ministry of the Interior of the Republic of Lithuania, the State Security Department of the Republic of Lithuania.

The request for an authorization shall be submitted to the Ministry of Foreign Affairs of the Republic of Lithuania through the diplomatic mission of the state in which the vessel is registered, accredited to the Republic of Lithuania. If such a mission is not present in Lithuania, the request shall be submitted directly to the Ministry of Foreign Affairs of the Republic of Lithuania no later than 30 working days before the planned arrival of the state-status vessel to the port, and in the case of an official visit of guests of the Republic of Lithuania — no later than 7 working days before the planned date of the vessel’s arrival to the port.

Warships of Foreign States

The defence attaché of the foreign state to which the warship belongs or another authorized person must notify the Lithuanian Armed Forces (kjp@mil.lt) of the arrival of the foreign state’s warship no later than 24 hours before the planned date of entry and must provide the specified information.

LR Vyriausybės nutarimas Nr. 277 „Dėl užsienio valstybių karo ir valstybinį statusą turinčių laivų įplaukimo į Klaipėdos valstybinį jūrų uostą ir buvimo jame taisyklių, paraiškų švartuoti Lietuvos karo laivus teikimo ir nagrinėjimo taisyklių ir Klaipėdos valstybinio jūrų uosto nekarinėje teritorijoje esančių krantinių, rezervuojamų budintiems Lietuvos karo laivams ir užsienio valstybių karo laivams pirmumo teise švartuoti ir stovėti, sąrašo patvirtinimo“.
