Education

1991 – 1997 

Studied at the Faculty of Economics of Vilnius University and holds a master’s degree in economics. Mitkus also studied at the National School of Administration in Paris and participated in public administration, negotiation art and international relations training in various foreign countries.

Worked as the Chief Counsellor of the Directorate for European Bilateral and Regional Cooperation at the Ministry of Foreign Affairs of the Republic of Lithuania

2019 – 2024 

Served as the Foreign Policy Adviser of the President of the Republic of Lithuania, in charge of EU policy issues and bilateral relations with the EU member states.

2014 – 2019

Director of the Financial Markets Policy Department at the Ministry of Finance of the Republic of Lithuania. He headed the Lithuanian delegation in negotiations on the membership of the OECD’s Financial Markets, Insurance, and Private Pensions Committees.

2010 – 2014 

Minister Counsellor at the Embassy of Lithuania to the United Kingdom; and the Deputy Head of the Mission.

2007 – 2010 

Deputy Director and Director of the European Union Department at the Ministry of Foreign Affairs of the Republic of Lithuania

2004 – 2007 

Served as the Counsellor at the Permanent Representation of the Republic of Lithuania to the EU.

1995 – 2004 

Participated in negotiations on Lithuania’s accession to the EU, holding various positions at the Ministry of Foreign Affairs of the Republic of Lithuania and in the Mission of the Republic of Lithuania to the European Communities

 

Awards

Mitkus was awarded the Cross of the Knight of the Order for Merits to Lithuania (2004), the Commemorative Medal of Lithuania’s Accession to NATO (2004), and the Order of the White Eagle of the Republic of Poland, 2nd class (2023).
