Human Rights Conventions and preparation of reports

Ministry of Foreign Affairs of the Republic of Lithuania coordinates preparation of the reports on human rights situation and on the implementation of the human rights conventions of United Nations and the Council of Europe. The Ministry of Foreign Affairs is directly responsible for the preparation of reports on the implementation of the following Conventions: International Covenant on Civil and Political Rights and the Convention on the Elimination of All Forms of Racial Discrimination. In the course of the preparation of these reports, Ministry of Foreign Affairs closely cooperates with relevant state institutions and NGOs.

A Ministry in charge of implementation of relevant human rights Convention, is responsible for the preparation of a relevant report. Ministry of Foreign Affairs is directly responsible for the preparation the reports on the implementation of the following Conventions: International Covenant on Civil and Political Rights and the Convention on the Elimination of All Forms of Racial Discrimination.

Universal Periodic Review (UPR)

The Universal Periodic Review is a mechanism of the United Nations Human Rights Council that emerged in 2008. The Universal Periodic Review is aimed at improving human rights situation on the ground of each of the United Nations (UN) Member States. Human rights situation of all UN Member States is reviewed every 4-5 years. Evaluation of the situation is executed by other Member States. The Universal Periodic Review is of different nature in comparison with presentation of reports of implementation of various human rights Conventions, i.e. it is carried out by other UN Member states and not a team of experts.

On October 2011, UN Human Rights Council reviewed the first human rights report of Lithuania submitted for the Universal Periodic Review (UPR).
