WELCOME ADRESS BY AMBASSADOR, DIRECTOR OF THE OSCE CHAIRMANSHIP DEPARTMENT RYTIS PAULAUSKAS ON BEHALF OF THE CHAIRMAN-IN-OFFICE OF THE OSCE, LITHUANIAN FOREIGN MINISTER AUDRONIUS AŽUBALIS AT THE SEMINAR “INVESTIGATION AND PROSECUTION OF SEXUAL ABUSE OF CH
May I warmly welcome you to Lithuania at the seminar organized jointly by the OSCE, Lithuanian Chairmanship and Lithuanian Ombudsperson for Children Rights.
At the seminar you will discuss the topic that constitutes particularly serious form of crime committed against children. Child pornography is a plague that affects every OSCE participating State. With fast developing internet media, access to it, many OSCE countries are still to close significant gaps that remain in their legal frameworks. Laws and by-laws are required to empower law enforcement agencies to combat international child pornography networks operating across borders.
The training seminar in Vilnius constitutes continuation of the OSCE efforts to combat the crime in line with Ministerial Decision of 2007 on “Combating Sexual Exploitation of Children on the Internet”. That decision urged the countries to enhance specialized training for law enforcement and other professionals. In addition, I would like to mention the OSCE Parliament Assembly resolution on combating the sexual exploitation of children in 2008. We have a solid political basis to act.
I do hope that the first day of the seminar was fruitful. I thank all participants: from participating States, from international organizations institutions, as well as a guest from Tunisia, the OSCE Partner country.
