Statement on the transit of sanctioned goods by rail to and from Kaliningrad

Today, on 20 June, a meeting was held at the Ministry of Foreign Affairs of Lithuania with the Chargé d'Affaires ad interim of the Russian Federation to Lithuania, Sergey Ryabokon. The Russian diplomat was handed a diplomatic note explaining the European Union's restrictive measures that apply to restricted goods of specific categories in transit by rail to and from Kaliningrad.

In the meeting, the information spread by Russian representatives that Lithuania banned Kaliningrad transit was denied.

The transit of passengers and non-sanctioned goods to and from the Kaliningrad region through Lithuania continues uniterrupted. Lithuania has not imposed any unilateral, individual, or additional restrictions on the transit. Lithuania consistently implements EU sanctions, which have different transition periods and dates of entry into force.

As foreseen in the fourth package of EU sanctions, which was adopted on 15 March 2022, the EU's restrictive measures on imports into and transit through the EU of Russian steel and other ferrous metal products definitively entered into force on 17 June 2022.
