NEGOTIATIONS ON EU CONSTITUTIONAL TREATY TAKES PLACE IN LUXEMBOURG

On 13 October in Luxembourg, foreign ministers of the European Union (EU) member states and candidate countries discussed the EU Constitutional Treaty on the occasion of the EU General Affairs and External Relations Council meeting. Ministers in the second session of the Intergovernmental Conference debated over the composition of the European Commission as well as the establishment of the post of EU Minister for Foreign Affairs. Many countries, participating in the Intergovernmental Conference, supported the European Commission, composed of equal commissioners from all the member states. Undersecretary of the Lithuanian Ministry of Foreign Affairs (MFA) Rytis Martikonis, who represented Lithuania at this meeting, underlined that a larger Commission would prove effective. “It will be more democratic and - I am convinced – it will fairly represent the common European interests”, MFA Undersecretary Martikonis said. Commenting on the establishment of the EU Foreign Minister’s post, Rytis Martikonis pointed out at the session that “Lithuania welcomes this innovation and believes that it will consolidate the EU foreign policy”.
