LITHUANIAN REPRESENTATIVE AT CONVENTION SPEAKS AGAINST DISCRETIONARY WIDENING OF EU COMPETENCE

Lithuanian Representative at the European Convention MFA Undersecretary Rytis Martikonis is in favour of a clear statement in the new Constitutional Treaty of the European Union prohibiting the EU to expand its competence unilaterally since it can only be delegated by the member states. "Any powers of the European Union derive from its member states on their agreement," Undersecretary Martikonis said at the additional plenary session of the European Convention held on 5 March in Brussels. In Undersecretary Martikonis’ opinion, a clearer definition of issues falling within the remit of the European Union and those outside of it would allow to increase the efficiency of the EU activities and make it more comprehensible to its citizens.
