LITHUANIAN MFA CALLS ON RUSSIAN DIPLOMATS TO START TALKS ON NEW PROVISIONAL AGREEMENT ON RECIPROCAL TRAVEL

On 4 October, the Lithuanian Ministry of Foreign Affairs handed in a note to the Russian Embassy in Vilnius to advise that Lithuania had terminated the validity of Provisional Agreement on Reciprocal Travel of Citizens and had been concluding the legal procedures of its denunciation. The agreement becomes null and void from 1 January 2003. The Lithuanian MFA announced that the Government had decided to allow permanent residents of the Kaliningrad Region of the Russian Federation to arrive in Lithuania without visas until 1 July 2003. The Lithuanian MFA also invited Russian diplomats to start negotiations on a new provisional agreement, which would comply with EU requirements and stipulate visa issuance procedure privileges for international carriers, representatives of art, culture, sports and senior citizens aged above 60. The draft agreement suggests cheap long-term visas without preceding invitation for Lithuanian citizens travelling to the Kaliningrad Region and residents of Kaliningrad travelling the opposite way. The Lithuanian MFA proposed that the new agreement could come into effect from 1 January 2003.
