On September 6, 2001 , Russian Federation Baltic Fleet commander, vice-admiral Vladimir Valuyev was met in Lithuanian Foreign Ministry by the Vice-minister of Foreign Affairs Giedrius Čekuolis.
At the meeting views on possibilities for further development of bilateral confidence and security building measures and encouragement of contacts between defence structures of both countries were exchanged. The perspectives for naval contacts among the Baltic sea region and other interested countries were also discussed. Vice-minister Čekuolis underscored that Lithuania's goal to become a member of NATO is not directed against Russia and that NATO membership would increase security, stability and predictability in the region. Vice-admiral expressed his confidence that NATO is not an obstacle for friendly relations.
The Valuyev-led Russian delegation arrived in Lithuania at the invitation of the Lithuanian National defence minister to observe the international military exercises “Amber Hope 2001”.
