Lithuanian Foreign Minister Presents Lithuania’s View towards Challenges of Intergovernmental Conference The main challenge of the European Union (EU) Intergovernmental Conference is to agree on the EU institutional structure. This was stressed by Lithuanian Foreign Minister Antanas Valionis at the international conference “Intergovernmental Conference and the Prospects for the Constitution of Europe” held on 10 October in the Seimas of the Republic of Lithuania. “This is the first and the main challenge of the Intergovernmental Conference. If it is not met, the EU-25 cannot hope for strong leadership and agreement between the new and the old members,” the Minister said.
