LITHUANIA DEPOSITED ITS INSTRUMENT OF RATIFICATION TO THE AMENDMENTS TO THE ESPOO CONVENTION AND THE PROTOCOL ON STRATEGIC ENVIRONMENTAL ASSESSMENT

On 22 March, the Permanent Mission of Lithuania to the United Nations deposited with the UN Secretary-General Ban Ki-moon its instrument of ratification to the 1st and 2nd Amendments to the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention) and to the Protocol on Strategic Environmental Assessment.

Adopted on 27 February 2001 in Sofia, the 1st Amendment to the Convention modifies  the term of public and clarifies that the public which may participate in transboundary environmental impact assessment procedures under the Convention includes civil society,

The Amendment enables any state beyond the region of the United Nations Economic Commission for Europe to accede to the Convention.

On 4 June 2004 in Cavtat, Croatia, the 2nd Amendment to the Convention was adopted enabling the Parties to participate in transboundary environmental impact assessment procedures more effectively.

Adopted on 21 May 2003 in Kyiv, the Protocol on Strategic Environmental Assessment regulates strategic environmental impact, including health, assessment process in consideration of plans and programmes.

The Convention on Environmental Impact Assessment in a Transboundary Context was adopted on 25 February 1991 in the city of Espoo, Finland.

Lithuania’s Seimas (Parliament) ratified the 1st and 2nd Amendments to the Convention and the Protocol on Strategic Environmental Assessment on 12 November 2010.
