On 23 July, a representative of the Embassy of the Russian Federation in Lithuania, who had been summoned to the Ministry of Foreign Affairs, was presented with a note of protest over the continued massive use of missiles and combat drones against the civilian population of Ukraine and civilian infrastructure, as well as repeated attacks on civilian vessels in the Black Sea.

Lithuania condemned the use of more than 40 ballistic and hypersonic missiles in the attacks carried out on 18-19 July against targets in Kyiv and other Ukrainian cities, during which many residential buildings and other civilian facilities were damaged. The note also highlights that the United Nations Human Rights Monitoring Mission in Ukraine (UN HRMMU) reported in June 2026 that the Russian Federation killed and injured the highest number of Ukrainian civilians since April 2022 — there were at least 293 civilian deaths and 1,990 injuries.

The Republic of Lithuania also lodged a strong protest against Russia’s attacks on civilian vessels in the Black Sea, particularly highlighting the July 19 attack on the Turkish Guinea-Bissau-flagged Golden Leo bulk carrier, which was transporting grain from Ukraine, which resulted in the deaths of 10 sailors and injuries to eight other crew members.

In the note, Lithuania reiterated its demand that Russia immediately cease its aggression against Ukraine, withdraw its occupying forces from all internationally recognized Ukrainian territory, and compensate Ukraine for the damages caused.
