CLOSER COOPERATION BETWEEN THE ECONOMIC AND SOCIAL COUNCIL AND THE UN PEACEBUILDING COMMISSION IS PURSUED
On 31 January at the UN Security Council meeting Dalius Čekuolis, the President of the Economic and Social Council (ECOSOC), Lithuania’s Permanent Representative to the United Nations presented the role of the ECOSOC in restoration of peace and stability in the regions affected by armed conflicts.
“Time and again it has been noted that there is a strong correlation between low levels of development and violent conflict. Nine out of ten countries with lowest human development indicators have experienced conflict at some point or other since 1990,” the President of the ECOSOC stated.
Ambassador Čekuolis underlined that development is a basic precondition for establishment of peace and security. ECOSOC experience of the armed conflict prevention in post-conflict states shows that the best results can be achieved when three basic components: promotion of development, security, the rule of law and human rights are combined.
These activities of the ECOSOC led to establishment of the UN Peacebuilding Commission in 2006. Mr Čekuolis stressed the importance of closer cooperation between the ECOSOC and the Peacebuilding Commission.
According to the President of the ECOSOC, these organizations could cooperate to mobilize donors and promote the translation of pledges into disbursements, to prepare long-term development programmes for post-conflict states, and provide technical and practical assistance for implementation of these programmes.
