On 20 June in Moscow, Lithuania and Russia signed a bilateral agreement that will regulate issuing the facilitated rail travel documents to and from the Kaliningrad region to the Russian citizens. The agreement sets a very precise scheme for issuing the documents on the transit trains, the way of information exchange between certain Russian services and the Lithuanian embassy in Moscow as well as the way of cooperation between the Lithuanian mobile consular groups and relevant Lithuanian services.
Lithuanian Foreign Ministry’s Undersecretary Darius Jurgelevičius and Russian Deputy Foreign Minister Sergey Razov signed the agreement. It stipulates that the Lithuanian consular officers working on the transit trains will be guarded by the Russian militia. The agreement also clearly defines the consular officers’ status of diplomatic immunity.
It was agreed at the meeting that the Lithuanian citizens entering the territory of the Kaliningrad region before 1 July would have a right to stay there without visas for 30 days. An analogous agreement was reached concerning Russia's nationals.
